Cream together sugar, butter, vanilla, and egg.
Then add in the baking soda, cream of tarter, and flour.
Use a spoon to mix and then use hands to mix some more until able to form into a ball.
Place in a Ziploc bag and refrigerate for one hour.
Pull out and let sit out for 30 minutes.
Use rolling pin and roll out dough onto a floured surface.
Using your cookie cutter begin to cut out your cookies and place them on a un-greased cookie pan
Preheat oven to 350
Bake for 14-16 minutes
Remove from oven and let sit for 1 hour before frosting

Combine into a mixing bowl and mix until stiff peaks form.
You can use a hand mixer or stand mixer
If no peaks are forming add in more powder sugar.
Decorating the cookies
Use a plague or a square cookie cutter ( Hobby Lobby or any major box chain store )
Print out on the computer the faces from Inside Out characters I would suggest 4 of each one on one sheet of paper as seen
Place the print out on a cookie pan and tape it down
Cover the paper on the pan with wax paper and tape that down also
You do not want movement while decorating
Take you icing a food coloring and mix into separate bowls of each color you will need. I would suggest doing ONLY 1 character at a time.
Fill each color into a plastic icing tube pictured below
Trace the picture with the icing. I suggest doing the color that shows the most first. Its just like when you and you had paint by numbers.
Once the art piece is done let sit for 4 hours
Trace the outside of the cookie with a white, then "flood" the inside of the cookie with more white to cover the whole cookie
use a butter knife to evenly spread the icing let sit 2 hours
Remove the art piece VERY CAREFULLY and place it int he center of the cookie the white royal icing will be a glue and it will sink into the icing to look like one solid piece.
Let sit for 4 hours.... If it is humid or rainy it will take longer
